Stazioni, Tenenze, Compagnie and Reparti Territoriali, acting as Commands fully integrated into the social fabric, are in charge of fighting and preventing “predatory crime”, like theft and burglary, which more than any other crime influence the population's perception of security.

Nuclei Investigativi, at Comando Provinciale / Gruppo level, work with appropriate human and technical resources to monitor wide-ranging investigations, concerning organised crime, narcotics and crimes against public administration.

In support of these units, investigations may also be carried out by the Raggruppamento Operativo Speciale (R.O.S.), with its anti-crime sections spread around the country. It is a department highly specialised in investigating subversive groups, whether terrorists or organised crime operating at a regional or international level. In addition, they further analyse such crimes with the aim of deploying the most appropriate means to combat them.

To improve Carabinieri's skills in fighting crime, the Corps created the Istituto Superiore di Tecniche Investigative (I.S.T.I.), where relevant courses in investigation techniques and support tools are held, sharing the best practices in the remit.

A dynamic and efficient investigative outfit, however, must be supplemented by an elite unit trained in crisis management and counteractive action, particularly in the release of hostages. This is a difficult task of great responsibility that has been entrusted to the Gruppo di Intervento Speciale (G.I.S.). The former has become (since its foundation in 1978, under the then Minister of Home Affairs Francesco Cossiga) a feather in the Institution's cap.
